This report actually shows both orders that have exceeded the estimated amount (only if an estimate was entered) or orders that are within 10% of the total estimated amount.
From the Main Menu select Reports -> Orders -> Orders Over Estimate.
Your screen should look similar to this:
To edit an order on the list, click on the Order Number in the first column. Refresh (press F5) the screen after changes.
